The rapid developing Internet has a vital impact on sovereignty, especially on developing countries. More than sovereignty itself, Culture sovereignty is ferociously political and economic, and sovereign independence and security are usually concerned with core interests. Based on precisely defining and analyzing cultural sovereignty and Internet, this article is trying to reveal the challenge to cultural sovereignty in the developed and developing countries,especially to China, that the Internet era brings.America and some other developed western countries accelerate the output of culture by the Internet which is a convenient, fast media. Facing the invasion of western culture, it’s becoming increasingly complex to uphold Chinese cultural sovereignty. For example, the Internet is openness, equality, freedom etc., which makes it nearly immune to authority and limit the influence of countries’hard power. At the same time, the traditional boundary between internal sovereignty and external sovereignty and the natural division of territories both are blurred through the rapid growth of Internet that is transnational, cross-linguistic and interracial. In addition to the constraints of network’s characteristics, cultural sovereignty of china is also affected by the gap between the level of information exchange because of the inequity of the Internet, English language hegemony in the internet impact Chinese status of the mother tongue. In order to maintain the Chinese culture sovereignty security, Chinese government should pay attention to the information technology, international mechanism, Chinese teaching, and strive to enhance the Chinese culture viability and international competitiveness.
