Community public cultural life is the carrier to ensure the basiccultural rights of community residents. Different interest groups havedifferent demands. Urban residents and suburban residents have differentdemands in public culture service, and different cultural appreciationlevel.For a long period of time, with the low development of socialorganizations, the government is the only main body of public culturalservices provision. Along with the developments speed of economic andsocial structure transformation are accelerated, the needs for publiccultural resources of the downtown areas are not just as the past "thebasic, the must " public cultural services range, even the suburbanresidents crowd also hope to enjoy more and better public culturalresources. Therefore, the government as a single subject of supplycouldn’t meet the needs of society, in the society have sprung up in many public cultural resource provider. The subject within the scope of theirrespective service spontaneously play their roles. To provide publiccultural resources in practical work, from the government, the dualpressure from the market, it is sometimes hard to balance. As thegovernment, market, enterprise contract, voluntary failure "four failures",we realize that single subject or overly dependent on a particular subjectis not feasible, it needs to be set, rationalize the relationship between thesupply providers, increase the cooperation and interaction between thevarious subjects, building an organic public cultural resources supplymain body frame. First chapter isintroduction, the research background, review of research results at homeand abroad, the research content and research ideas and researchmethods,are introduced in this paper,.
