This thesis is a translation report about a translation project on the basis of translation, modification and analysis on static equivalence in the translation of legal texts. On the basis of reading a lot of legal texts translations, the author discusses the problems of application of static equivalence translation strategy. A lot of problem exist in the research on translation of legal texts currently in our country, for example, lack of independent and systematic research on translation theories. The weakness of the theories research restricts the breadth and depth of the legal translation development. At the moment, most research findings locate on the summary of translation practices without any practical directions. Based on years of legal translation research, Professor Li Kexing the static equivalence in the translation of legal texts, trying to explore the translation theory of Practical significance. The author, himself, tries to discuss the essence, translation process, and practical usage of the static equivalence in the translation of words, sentences and sections with the translation of Clean Air Act. With the summary of translation project and gaps of legislation between China and America, the author think that the static equivalence can meet the need of legal translation and would be practically used. The thesis is trying to give some reference to the confused translators in their ways of choosing translation strategies in legal translation, by analysis of predecessors’ research.
