Study On The Financial Guarantee Mechanism Of Community Cultural Center

This paper studies the financial mechanism of the community cultural center in Hohhot from five aspects: the responsibility of the financial security mechanism,the input mode,the input level,the allocation of expenditure,and the supervision and administration.The study found that the current financial security mechanism of community cultural centers is mainly characterized by the following: from the perspective of the main body of responsibility,the government's financial input accounts for the absolute proportion,and the non-governmental investment accounts for the small share;From the perspective of input mode,it presents the state of combination of regular and irregular inputs,combination of conditional and unconditional inputs,and combination of direct and indirect inputs;From the investment level,the strength of financial support in different periods and different centers show different characteristics;From the point of view of allocating expenditure,the coverage of funds and expenditures is a basic factor for the construction and operation of the center;From the point of view of supervision and management,the supervision mechanism of funds is not yet perfect.There are still five outstanding problems in the current financial security mechanism,such as insufficient total capital,low investment efficiency,poor stability and parity,and poor supervision and management.Through theoretical derivation and experience,the author puts forward some suggestions on how to strengthen and improve the financial guarantee mechanism of community cultural centers.First,we should break down the existing mode of over-reliance on government funds,and try our best to form a multi-funding guarantee mechanism under the leadership of government input.The second is to further improve the operation efficiency of the center's funds;Third,we will strengthen the standardization,institutionalization and equalization of funding input and management.Fourth,the whole process of financial support should be integrated into a unified monitoring and evaluation mechanism to ensure that the scale,level and structure of financial input are scientific and reasonable.
