Government Financial Support Help Culture Industry To Development

Cultural industry is a strategic industry according to the Twelfth Five Year Plan, its development brings not only direct economic benefits, but also obvious social benefits. In the process of industry development, the insufficient obtaining of financial resources which characterizes capital as the core becomes a major bottleneck baffles many industry enterprises. In the process of practice, the financial support provided by all levels of government is a common and effective measure to solve the financing predicament of culture industry. The development of cultural industry in Zhejiang is at the forefront of the country, from the respective social reality, the provincial government to the local governments at all levels, has developed a number of feasible financial support policies and achieved remarkable results.Based on combing the research results of formation and solution of the financing predicament of cultural industry studied by the domestic and foreign scholars, this paper uses the development of cultural industry in Zhejiang Province as a case to study the policy effect of government financial support policy on the development of the industry, as well as the factors impact the maximization of the policy. In the course of the study, this paper focused on the sacle of government financial support and the operation level of support object as two core factors which effect the financial support for the industry, as well as the analysis and discusssion of the mutual substitution and impact of the two core factors,In the part of case analysis, the culture industry case of Ningbo, Zhejiang was selected to prove and illustrate the influence factors of financial support policies from different angles of the developmeny of a single enterprise and the sub-industry which has the financial support in the cultural industry. Based on the case analysis, this paper proposes a series of feasible advice such as the innovation of financial policy support measures and the improvement of the policy absorbing capability of the financial support subject to further boost the financial support of the cultural industry.
