A Study On Heritage Management Plan In The Conversation Of Old City

The protection and utilization of historical heritage are the core problem of theconservation of old city. To establish the management system of historical heritageconservation is the key to make the old city sustainable. It could contribute to figure outthe problems in the conservation of old city. Such as the protection only focus on theheritage units，pay less attentions to the integrated of the old city；the contradictionbetween tourism and conservation；the public participation is weak；department ofmultiple management；related laws and regulations are imperfect and so on.Heritage management plan，as an effective method for the conservation of old city，could formulate the specific strategies，objectives，measures and the managementstructure. It could protect and utilize historical heritage sustainable, ultimately upgradethe vitality of old city. In order to solve the problems mentioned before. This paper chosethe heritage management plan as the object. And based on a lot of literature books，related theoretical studies，case study of the heritage management plan in Regensburg，elaborated the processes in Regensburg heritage management plan by the way ofinterview and field research. The paper based on the successful experience of heritagemanagement plan of Regensburg，discussed how to draw on the experience and introducethe heritage management plan in the conservation of old city in China to lift thepossibility of heritage management capacity.The paper started with an introduction of the research background and thedefinitions of such related concepts such as old city，heritage protection，heritagemanagement plan. The paper discussed the background，theories and methods about theheritage protection. And it analyzed the exist problems and the main reasons of theheritage protection in China，and propose the necessity of the heritage management planin the conservation of old city. The paper furthered its study in the heritage managementplan of the old city Regensburg in Germany，analyzed and researched its processes of preparation and implementation，laws and regulations，public participation，fundingpolicy. Ultimately the paper ended with the suggestions and prospects on how to furtherpromote the heritage management plan approaches in the old city in China.
