The development level of public cultural undertakings essentially reflects the comprehensive capability of both its nation and region.Accelerating the prosperity and development of Guangxi public cultural undertakings,as well as enhancing government financial support for public cultural undertakings,are not just the essential requirements for the theoretical achievements of public goods attribute,market failure,government intervention and public financial functions etc.,but also,the inevitable requirements for the national strategic plan of'Developing a Strong Socialist Culture' and 'Developing a Strong Ethnic Province' by CPC committee of Guangxi.For the past few years,financial policy support has provided source motive power for culture development in Guangxi and guided the way of its development.Therefore,Guangxi public cultural undertakings has made great progress in cultural soft power,core competence,comprehensive influence,and service capability.However,we also realize that the backward situation of its culture development unchanged.There still is a long way to go for its cultural undertakings.And we find that the support of Guangxi public cultural undertakings not only faces the issues of difficulty in sustainable growth of fiscal revenue and financial investment weakened,but also inadequate in investment growth,less prominent of the highlights,regional imbalances,lack of long effect management mechanism and indifferent benefits.Government finance,the foundation and main support for country administration,needs to enlarge its connotations and functions constantly;improve the fiscal policy system for culture development;enhance the service level and help the decision-making for central and provincial governments in culture developments.Therefore,governmental finance departments at different levels need to profoundly understand the boost culture decision and its core spirit which proposed by the Central and Guangxi Committee of CPC.They need to stick to the guidance by the New Development Principle,as well as bring government finance into full play,and positively explore and support different ways of public culture development,in order to provide solid financial security for it.Government financial investment is the precondition and basis for accelerating public culture development.Therefore,security mechanism for government financial investment on culture development should be built and completed.And investments should be putting even more.Optimize and integrate financial fund and hold onto the principle of 'Keep the bottom line and improve the weak-links';give support to major fields and weak-links and continuously optimize the expenditure structure;innovate the supporting methods of government financial investment and guide the social force to participate in public cultural development;positively construct diversified investment and financing system;enhance budget supervision and performance management;better use of results assessment and improving constraint mechanism for government stimulating investment;strengthen government supporting policies and uphold cultural system reform;build a cultural pillar industry and motivate the implementation of'Talents flourish culture' strategy are all needed.
