This paper is a report of translation practice. This translation project includes Chapter One and Chapter Five of the book entitled " White-Collar Government:The hidden role of class in economic policy making" written by Nicholas Carnes. This book is a professional work studying the public policy of United States and it is published by Chicago University in2003. Chapter One elaborates the problems of class formation in America parliament and emphasizes the importance of studying these problems. Chapter Five is the core of the book, and the author studied the relationship between the class formation of parliament and the economic policy through mathematical statistics and data analysis. Chapter One and Chapter Five are logically related, and Chapter Five summarizes the contents of Chapter One, Chapter Two, Chapter Three and Chapter Four.This book involves many areas of study, including public management, public policy, statistics, econometrics and so on. In these Chapters, there are many technical terms, such as politic terms, economy terms and mathematic terms. Guided by " Function and Loyalty" theory established by Christiane Nord who is the leading person of the skopos theory group, the translator studies and analyzes the sentence and expression feature to deliver the original information to readers correctly and briefly.The report includes five parts:Part One briefly introduces the translation task and analyzes the author’s intention, the background information of the source text and the objective and significance of the translation task. Part Two describes the translation task and introduces the extratextual factors and the intertextual factors, such as theme, content, text function, etc. Part Three briefly introduces the preparation work before translation. Part Four elaborates case studies of how to deal with the professional words, long and difficult sentences. The translator uses translation methods and techniques of addition, diction and division. Part Five concludes with the conclusion of the translation process. The translation helps relevant Chinese scholars to understand how class formation influences the economic policy making and it provides reference for parallel texts translation.
