Creative industries which based on its unique high-end polymerization capacity in theprocess of industrial upgrading reflects the strong economic, cultural and social functions, ithas created a miracle of rapid development in the world, has become the cosset whichcountries are scrambling to develop all over the world. Because of it can be affected by itsnovelty, nature, external conditions, its development needs government support and protectionin terms of funding, personnel, marketing, intellectual property, etc. Although the rapiddevelopment of creative industries has brought significant economic benefits for economicdevelopment, the theoretical research of creative industries domestic lags behind. Whetherfrom the national level or local level, the awareness of creative industries is still relativelyvague, for example: the definition of the concept and the classification is not to reach aunified path; the research on the characteristics, the law of development and the role ofgovernment is not deep enough; specialized research of promoting the development ofcreative industries from the local level is relatively lacking.As the northern industrial center and the Bohai Center City, Tianjin has already hadstrong economic base and social foundation for the development of creative industries. Duringthe time of the “11th five-year plan”, the creative industries is showing the rapid developmentmomentum of “dual-core development”. But now, compared with Shanghai, Beijing and othercities whose creative industries developments are in the first group, Tianjin’s creativeindustries still exist many deficiencies and its policy system needs further improvement.In this paper, the research contexts that the creative industries policy system of tianjianare as follows:(1) This paper uses the method which combines literatures and the comparative researchmethod to analyze the theoretical framework of creative industries’ development deeply, andit emphatically analyzes creative industries’ present status of development, problems, and theidea to solve the problem;(2) This paper uses the normative research method to analyze the development processof China’s creative industries policy and industry development trends;(3) This paper uses the method which combines the normative research method and thepositive method to analyze the present status of development and problems, which based ondefining the category of creative industries in Tianjin;(4) This paper obtains the problem of Tianjin’s creative industries policy through theanalysis about the present status of Tianjin’s creative industries policy and learning from thecountries and cities at home or abroad whose creative industries developments are in the leadof the word;(5) This paper puts forward the framework of policy system and concrete measure to support the creative industries of Tianjin.The theoretical value and practical value of this paper is reflected in three aspects. Firstly,it deepens the cognizance of creative industries. It’s beneficial to deepen the cognizance ofcreative industries’essential attribute and developing inevitability through hackling thedeveloping framework of creative industries in the word. Secondly, It provides a certain basisfor policy making. With a review of the current situation of the development of creativeindustries in Tianjin, this paper analyzes the weak link of development. It provides a referencefor the government’s operation division to make the policy. Lastly, it helps to promote thecreative industries to improve and perfect its policy system from the aspects of legislation,management, talent and intellectual property protection. For promoting the development ofthe creative industries of Tianjin, implementing the “go global” strategy has importantsignificance.
