The Innovative Research Of Supply Mechanism About Public Cultural Service In Xi’an Urban Community

In the era of culture’s development, cultural rights and cultural needs are more and more concerned. Community public cultural service system,which is the important aspect of cultural development and the cultural achievements that benefit sharing, constitutes the basis of the entire public cultural service system and become the key to safeguard the rights and interests of residents’ culture. And in the background that public cultural service is more and more common and the development of community-based is more and more important, community has became an important place for public cultural service system construction. With the rapid expansion of public cultural needs, diversified supply has become a trend. The government’s single supply has been difficult to protect the cultural rights of citizens and meet the needs of the development of public culture. Therefore, it is very urgent to build a supply mechanism of communities’ public cultural services which can achieve sustainable development.Under the social environment and policy environment of development in the public cultural services, firstly, the author comb the concept of public cultural services, community public cultural services, the supply mechanism of community public cultural services, and the theory of public goods, the polycentric governance. Secondly, the author analyze the status quo, problems and reasons of community public cultural services in Xi ’an from four aspects including the main body of supply, the methods of supply, the content of supply and the effect of supply. At last, on the basis of the public cultural services’ experiences for Shanghai and Shenzhen, the author tries to make the Xi ’an community supply mechanism of public cultural services to be government-led, cyclic and multivariate. In addition, the Xi ’an community supply mechanism of public cultural services is divided into four parts, including demand expression mechanism, the service purchase mechanism, voluntary supply mechanism and integrated management system. These are the ways to innovate the community public cultural services in Xi ’an.
