Since the late Qing dynasty,as the frontier political crisis deepens,the central government realized the importance of speeding up the admission of the vassal states and the integration process,and one of the most important steps is reforming the Zasag institutions in Hami region by bureaucratization of native officers.From propose to complication,bureaucratization of native officers in Hami experienced the historical advance the reform of organization of different characters,and the bureaucratization presents various characteristics owing to many factors.For the study of the reform in Hami, previous scholars was limited to the analysis of reasons for the individual stage of reform or description of events,it lacks the integrity of the study.On the basis of previous studies, this paper takes a macro perspective on Hami reform, and analyzes comprehensively and holistically.The thesis includes the following contents:In the introduction part of the article,significance of the topic,research reviews,research ideas and methods are described.The first chapter,mainly analyzes the reason of the reform,including Hami king’s cruel exploitation of the people;and the political,economic contradictions between Jasag institution and local government.The second chapter,mainly discusses holistically the tortuous course of the reform,including the reform led by the people of the lower and the upper government.The third chapter,through the analysis of the first two chapters,summarizes and evaluates the characteristics of the reform in Hami.Through the study of the reform in Hami,the paper considers,from the late Qing Dynasty to the Republic of China,the central forces declined and local forces developed made the Hami reform show a significant place oriented type.Because of the game between the various interest groups,reform presents twists and turns.Through the analysis of the various strata,the paper believes that economic power is the decisive force that promoted the advance of history not the peasant uprising. Research on this issue has a certain historical reference for the future political and economic reform.
