| The system of public cultural services is an elements of government public service with Chinese characteristics, which establishes under the context of cultural rights, and its target is to meet the public cultural needs of the masses, thus it naturally has been an important part of the government system.Governance theory in China has experienced a recognition to the practice course, and in the area of public cultural services, it is the beginning of the construction of multiple supply mechanism of public cultural services.This trend is in line with the value target of multiple participation according to the governance theory, and it also establishes logical premise and realization basis of the social forces participating in public cultural service. Meanwhile,the growing social forces developments after years, and highlights the unique advantages which are different from government departments, and this operation mechanism also constitutes favorable conditions of the social forces participating in public cultural service, because it is from folk and return to folk.
