Study On The Diversified Forces Participating In The Supply Of Public Cultural Services In Xi'an

The participation of multiple forces in the supply of public cultural services means that the government,the society,the market,the third sector,and so on,together supply the products and services of public cultural services according to the idea of participating in the "co-construction and sharing".It can effectively solve the problem that the government provides public cultural services with a single main body and low service quality.The only way for Xi'an to construct modern public cultural service system is to participate in the supply of public cultural services and to develop multiple subjects and various ways.Based on the atmosphere of constructing modern public cultural service system,this paper adopts the methods of literature retrieval,field investigation and comparative analysis to obtain the basic information.Through sorting out the relevant concepts such as pluralistic power,public cultural service and its characteristics,public cultural service supply and so on,as well as the basic theories of public product theory,polycentric governance theory,new public management theory,etc.,this paper lays a foundation for the research of the article.First of all,it analyzes the current situation of multiple forces participating in the supply of public cultural services in Xi'an,the basic composition of pluralistic participation in public cultural services in Xi'an,and the operating mechanism of pluralistic participation in public cultural services in Xi'an.The overall effect of multiple forces in Xi'an public cultural service construction is analyzed in three aspects.Secondly,the problem of multiple forces participating in the supply of public cultural service in Xi'an is analyzed,and the construction of multiple participation path is insufficient.The paper analyzes the problems in four aspects:single participation mode,imperfect operation mechanism and imperfect security system.Thirdly,the multiple forces participate in the public cultural service supply experience.This paper analyzes the similarities and differences of the three participation modes,which are the folk leading type,the government leading type and the pluralistic main body type,and analyzes the enlightenment of these three modes to Xi'an public cultural service.Finally,combined with the problems existing in Xi'an's public cultural service,Combining the relevant enlightenment,this paper puts forward four countermeasures from standardizing the path of multiple subjects' participation,optimizing the participation mode of multiple forces,establishing a comprehensive operating mechanism of pluralistic participation,and increasing the financial support of pluralistic participation.Improve the power to provide Xi'an City with public cultural services.
