In the ancient hierarchical feudal society of China, the ruling establishment is undoubtedly one of the core elements of the city system. A research on its location, floor space and planar layout can help us comprehensively understand Chinese ancient architectural history and architectural system.This paper is based mainly on local records of Song Dynasty, combined with other historical documents and research results on the versions of local records and maps, to do a detailed study on the history, location, floor space and planar layout of Yanzhou, Changzhou and Taizhou governments in the Southern Song Dynasty. Then, compared with existing research results of Lin’an and Jiankang governments in the Southern Song Dynasty, to summarize the building regulation rules of governments in Jiangsu and Zhejiang region in the Southern Song Dynasty.The research shows that: In the Southern Song Dynasty, governments in Jiangsu and Zhejiang region are usually located in the due north of the small city, covering an area of about 100 acres. The government has multiple courtyards from south to north, and generally spreads from the central road to the east and west sides. The function of the courtyards can be divided into working places and feast places. Working places are located in the southern part of the governments, of which the layout of the courtyard is rather regular, while the feast places are in the northeast, with a more casual layout. On the central road are the door of government(state), the door of etiquette, Jieshi, Sheting from south to north, which are working place of the government. The north of Sheting also belongs to the working place,which includes hall and courtroom. After it comes the feast place. This is in accordance with the regulation as the hall in the front and the bedchamber in the back.
