Huang Chuanqi, born in Changsha, Hunan province in 1846, was Tien Si (A successful candidate in the highest imperial examinations) in the 15th year of Emperor Guangxu (1889) and the head of Chongming county in the 19th year of Emperor Guangxu(1893). He was in honest and capable of political administrations during his tenure. Mr. Huang was knowledgeable and studious,wrote a number of books which involved classical scholarism, literature, arithmetic and medicine and so on.
