Research On The System Of Factory Inspection In Nanjing National Government

Factory inspection system of this study was a labor policy implemented by the National Government.After the government was established in Nanjing in 1928,in order to achieve the purpose of consolidation of the regime and reconstruction of the country simultaneously,the Ministry of Industry implemented a series of labor policy,one of which is the factory inspection. "Factory inspection law"promulgated in 1931,and formally implemented in September 1st of the same year.The following year,at the invitation of the national government,the international experts came to China to assist the government to establish the system of factory inspection and visited the industrial development in Shanghai.At the same time,the Ministry of Industry set up the factory in Nanjing to develop factory inspection personnel training institute, has trained two trainees,a total of 59,sent to the country as a factory inspector.In 1933,the National government set up a central factory inspection department, the department carried out nine implementation of the factory inspection policy.Then due to the conditions and the current situation,the factory inspection system implementation progress was slow,in some province or even completely closed.Soon,the outbreak of the Anti Japanese war made the factory inspection work of the Nanjing national government to a standstill.Based on previous research,this paper first reviews the history of the establishment of the factory inspection system process by Nanjing National Government,according to the order of time;Secondly it selects the factory inspection rights disputes in Shanghai Concession as aside to show the government’s attitude to inspect factories affairs;It also describes the specific details of the local government to perform factory inspections,and makes a brief comparison.Accordingly we can see that the National Government would like to achieve social integration of scientific instruments, the implementation of the main countries of the regime,the pubic participation in the public field of vision,in the management of the National Social and norms of industrial production on two aspects.Overall,the outcome was unsuccessful,as the policy implementation time is too short,the implementation process has affected both internal and external,but not limited to the failure of reason.This paper introduces social weightlessness and concept weightlessness to investigate the causes of the plight of factory inspection.It avoids the limitations,and put the factory inspection system into the Republic of the change process as a whole consideration.Throughout the whole history of the factory inspection system.I believe that the national government would like to check this complete system to complement the factory machine,but exposed the shortage system;It wanted to seek the road to propel the system building rely on the fight for the right to the factory inspection,but retreated to the backward position.It wanted to complete the system with unilateral constructed,but unfortunately got little support forces,eventually leading to the completion of the system showing a "weightlessness"of the state.
