Aiming for civil right security and civil demand fulfillment, the government supplies public resources to citizens by public power and this is what defined as public service. Public culture service can be seen as the public service in the field of culture. A city without culture dooms to be less dynamic in city development. Hence public culture service plays a vital role in citizens’ cultural qualities and self-restrain improvement and city development strategy. However, public culture resource would be misused and wasted when served in a macroscopic way. More and more city governor prefers to descend the centre of urban public culture service construction so as to supply citizen-oriented culture service. This study is forced to study urban community public culture service due to the new change.Meanwhile, with the construction of a service-oriented government, the governors’ management idea of public affairs has changed and they more and more clearly realized that social forces play an important role in dealing with public affairs.The awakening of civic consciousness makes citizens in various aspects of public affairs demands on their own interests. Responsibilities and rights are indivisible, so it is the citizens’ onus to participate in public affairs management. Community public culture services, as micro public culture service, its complexity is not less than macro public culture service. All kinds of different community has all sorts of different interest subjects, and their demand for culture services are different. The government does not necessarily has a very good understanding of these various subjective desire,only citizens know the best that what they need. Therefore, putting themselves into the supply of community public cultural services has become an important participant in the construction of public cultural and it is an unstoppable trend. In the community residents participation of actual situation of public cultural services, public cultural services subjects can not avoid the fate as the known as "free-rider" behavior. The community’s enthusiasm of participation in the public cultural loss, efficiency decline.Residents themselves whether can solve the problem of "free-rider" or not has become the key of breakthrough difficulties in actions.Therefore, this study focuses on analyzing the public affairs, the connection between the residents in the community, how to improve the residents’ participationand enthusiasm and how to achieve community autonomy by providing public cultural services with community residents and government. According to the related theories,this article combines the state quo of supply and demand of urban community public cultural services and analyzes the existing problems, which is based on the successful cases of public cultural service in demonstration area in our country, and attempts to put forward some countermeasures for improving the urban public cultural services supply, and thus it can help more area and cities to provide better community public cultural services.
