This thesis studies the civil air transportation negotiations between the Japan and the United States of America since the 1950s, and probe further into the negotiations between 1969-1971 when Nixon administration especially the fundamental polities and consultations on specific issues of the Okinawa reversion negotiations civil transportation rights. Since 1950s, according to its national political and economic strength, Japan has constantly adjusting its guiding principle and target of civil air transportation negotiations; insistently get the best interests for Japanese airlines. At the same time, the United States has been affected by both the economic reasons and the international political purposes. It hopes to protect the interests of the United States and also want to maintain a relationship with Japan. Under such circumstance, finally, the memorandum of understanding concerning Civil Aviation as the attachment No.5 of the Agreement between Japan and the United States of America concerning the Ryukyu Islands and the Daito Islands affirmed on July 16,1971.It marked the end of the civil air transportation negotiations between the Japan and the United States of America in Nixon administration. Both sides are free to solve the other problems like the textile friction and the defense of Asia.
