With the rapid development of the civil aviation industry, civil aviation flight safety issues have attracted more and more attention from the public. This is an English-Chinese translation report based on the translation of an original report(Chapter 3-9)by the U.S.Independent Review Team to the FAA on civil aviation risk management. This report mainly expounds from four aspects.Firstly, background and features of the source text, significance of the report, key issues to be solved and research methods adopted in report are explained.Secondly, the preparations before translation, source text analysis during translation, and manuscripts proofreading after translation are discussed to illustrate the translation process.Thirdly, based on the specific translation theory(the Skopos Theory),the report analyzes the civil aviation text on the lexical and syntactical levels and provides strategies for translation of this type of texts. Finally, the report summarizes the findings in the translation process and the relevant reflections in this translation practice. The practice of translation proves that the quality of translation lies in the analysis and translation of source text from different levels under the guidance of correct translation theory and translation method, which ultimately make the meaning of the source text clear and accurate to the target readers.
