With rapid economic development, China’s comprehensive national power has been continuously enhanced. Meanwhile, people begin to seek for more spiritual and cultural enjoyments as their material needs are largely satisfied. The Party and governments had attached great importance to spiritual civilization as well as economic development since the 16th National Congress. The construction of the Public Cultural Service System (PCSS) and the supply of public cultural products are considered to be important parts of the government work. The report of the 18th National Congress reiterated that building a strong nation of socialist culture in China should be based on the creativity and dynamism of ethnic culture. To follow the Party’s appeal, all provinces and cities have taken actions to strengthen public cultural construction, implement the reform and relevant policies and bring the benefits of public culture service to every citizen. Hohhot government at all levels ideologically paid great attention to the construction of PCSS and public cultural products, and got some achievements in the supply of public cultural products. However, as situated at the border area, Inner Mongolia remains relatively underdeveloped in terms of the cultural undertakings. Hohhot, The capital city, still has some problems in the supply of public cultural products, due to its historical and humanistic factors.Under this circumstance, it is necessary and practical to discuss the supply of public cultural products and the government obligations on this affair. Both quantitative and qualitative analysis methods are applied in this paper. Taking the capital city Hohhot for instance, this paper tries to analyze the current situation and problems of the supply of public cultural products in minority areas through field trip, literature review, and induction.There are five chapters in this paper. Chapter one gives a detailed introduction of the background and the significance of this research, and summarizes the relevant research results in this field at home and abroad. Then an explanation of the definition, features, as well as the related theories in Public Administration, Sociology, Economics, and Finance will be given in chapter two. Chapter three further discusses the current situation of supply of public cultural products in Hohhot. Chapter four goes deeply into the contradiction between supply and demand of public cultural products, and reveals the reasons in the meantime. Based on the previous parts, chapter five provides some countermeasures and suggestions that may be helpful to solve the contradiction between supply and demand.The government, as the major provider of public cultural products, needs to take the following measures in order to eliminate the contradiction between supply and demand:1.Bearing the condition of minority area in mind, the government should gives full consideration to the special needs of minority areas in the aspect of public cultural products, innovates the concept of public cultural service and proceed in all cases from the needs of the people.2.By taking advantage of ethnic culture, public cultural products with minority features should be developed.3.The government can create a series of public cultural products with different varieties and forms by putting some efforts in the content and form of public cultural products.4. Relevant R&D of public cultural products can be driven through the promotion of culture industry.5. Establishing and improving the supply system of public cultural products, will effectively let people pass their suggestions to the government directly and engage in the process of cultural product supply, as well as let the government accept the supervision of the people through a sound public cultural service.
