Intangible cultural heritage is the crystallization of ethnic memory and gifts given by history. The biggest difference between “tangible” and “Intangible” cultural heritage is that “Human” is the important carrier. It is crucial for protection and inheritance of intangible cultural heritage to explore human resources in a scientific and effective way.This paper focuses on the inheritors’ status of the representative intangible cultural heritage in Liaoyang City, and points out problems which exists in activities of human resources development of intangible cultural heritage. The four problems are as the following: the low level of the training; the low social status of the practitioners; the acute lack of the professional talents; the absence of talents provided by the educational services. Through long-term analysis, this paper mainly argues causes of these problems which are follows: the no standard system of human resources development; the low quality of the practitioners; the local government’s outmoded ideas in management and administration of human resources; the lack of the view of the overall situation in developing human resources.In order to make good use of the historic culture resources in Liaoyang, this paper suggests that there are three essential subjects that should play roles in the activities of human resource development. The three subjects are the intangible cultural heritage itself, the local government, institutions and other social forces. According to the theory of human resources development in the field of cultural industry, this paper suggests strategies to promote the activities of developing human resource on intangible cultural heritage in Liaoyang. From the perspective of intangible cultural heritage itself, inheritors should improve their own quality actively; training model should be developed socially, teaching model and contents should be kept pace with the times, the consciousness of protection of intellectual property rights should be established. From the perspective of the local governments and institutions, the government should assure that inheritors live with dignity; establish a system for introduction of professional talents of cultural industry; innovate the strategy of management for talents; combine various social resources. From the perspective of the other social forces such as education, media and scientific research institutions, which should tap their respective advantages to improve the ability of the human resources development of Liaoyang’s intangible cultural heritage.
