Jilin Province have rich culture resources, and its cultural industry have unique advantages. To get investment to develop its cultural industry is rather promoted, and tend to play a huge positive role on the economic development of Jilin province. Changbai Mountain, located in the southeastern of Jilin Province, enjoys the reputation of the proprietors of the first hill due to its magnificent original scenery, unique Korean culture. It’s compared with the Five Sacred Mountains, and belongs to one of the ten famous mountains in China. In 2007, Changbai Mountain has been defined as China’s 5A level scenic spot in the first batch. Famous in its peak clouds, pumice and rich snow, Changbai Mountain has long been called "the first peak of the world". To vigorously develop cultural tourism industry in Changbai Mountain, is an important part of the development of Jilin Province’s cultural industries, and must enhance the economy of Jilin Province a lot.Changbai Mountain cultural tourism industry include cultural and leisure travel, dancing and performing arts, etc. As the differences in the industry types are certainly leading to different investment contents, so in order to achieve investment success, it must conduct in-depth analysis of the different features per industrial types, to adopt propert investment model. During the cultural industry investment of Changbai Mountains, Jilin Province can take advantage of the exhibition platform and enterprise investment platform, with a focus on human cooperation, investment and cultural core business investment and other aspects of the advantages of the project.In this paper, the investment model of Changbai Mountain cultural industry has been designed. In the process, it presents the concept of investment, and summarizes the domestic theoretical achievements in this area. Then, basing on the analysis of the history, as well as the current situation of Changbai Mountain cultural industry investment, it point out some main problems occurred in investment, such as narrow investment scope, old investment model, lack of diversity according to the types of investment, etc. On this basis, referring to author himself years of investment experiences, as well as the past success stories about attracting outside investments, this paper puts forward advices about the investment model that Changbai Mountains should take when developing its cultural tourism industry, and further defines the investment needs of the object, and a series of policy-related content.
