This passage is focusing on the limited resources of out-of-school Chinese learning program for Vietnamese University Chinese language beginner, the research was done by using literature research, questionnaire, interview and through experience summarization. Based on the demand of Vietnamese university Chinese language beginner for Chinese language learning resources, a tentative plan is presented by the author. Upon structuring the tentative plan, the author further develop and investigate the content of the resources to make sure it solve the problem efficiently. Based on the 8 principles, author segmented the type resources and elaborate each section’s function and implementation. While projecting the outlook for this program, author had suggested a few suitable suggestion and pin point 7 main problems which need to be solved. Dynamic and static assessment was used during the evaluation of resources. On static assessment basis, author integrated evaluation criteria done by seniors. On dynamic assessment basis, author referred to United States Connexions program. In all, this passage is about conducting a preliminary investigation, driven by learners need, of provision of resources in out-of-school Chinese language learning program for Vietnamese university Chinese language beginners.
