At present, the government is willing to build a prosperous rural public culture, investment resources and funds are also increasing year by year has laid a foundation for the development of rural public culture and also play an indispensable role in it. But these outside forces did not play the desired effect in the countryside, the fundamental reason lies in the rural interior has not formed a force to undertake external supply. The rural community is a very obviously biochemical development, external force is difficult enter the countryside directly, which requires the countryside itself to launch an internal power to become the carrier external supply. Rural elite is group of high-quality, high capacity, both rural internal recognition, but also have the ability to undertake supply, which is most consistent with the development of rural public culture of rural power. Therefore, actively cultivate rural cultural elite, to create conditions to promote the role of the elite, it is an inevitable way to enhance the effectiveness of the supply of rural public culture.This paper begin with the public goods theory, and combining with the elite historical process of the development of rural and giving an illustration of public culture and elite culture development village A in Guangxi to prove that rural elite culture plays an importent role in the supply of public culture effect, then tease out the current difficulties in the development of elite, finally puts forward the outstanding cultivation and development to improve the countermeasures and suggestions for the effective supply of public goods in rural areas.This paper argues that the rural cultural elite is a powerful carrier for the supply of rural public culture, they collective action leadership and exemplary role model has an important impact of rural public cultural resources supply. So, the basic level governments and organizations should create conditions to cultivate the rural elite and support their work and development, improve both internal and external environment of the elite constantly, and included elite in the category of management system, establish a comprehensive social support system, to make the rural cultural elite teams continued to develop and grow, the supply of public cultural services of government benefit to every ordinary villagers.
