As the 18th National Congress of CPC introduces that China’s cultural industry would be power forward,efforts are done to further strengthen the cultural industry in China, especially on the grassroots and the relatively backward areas, so as to enhance the quality of public cultural services through the promotion of equalization. This essay takes Yulong County, which is the focus of poverty relief, and enjoys a sluggish growth rate, while embraces 10 ethnic groups, as a research object. The multi-ethnic culture is a valuable resource of Yulong County.This essay studies the status quo of public cultural services inYulong County,analyzing the problems of its public cultural services and thus presenting some feasible suggestions to improve the overall public cultural service system.This study is based upon the actual situation in Yulong County, and through the domestic and foreign literature reviews, it shows a certain understanding.Then it uses theories of administrative management to build its theoretical framework. Finally, it analyzes the accumulated data, and conducts on-spot researches within nine towns of Yulong County.On the basis that the overall knowledge of Yulong’s public cultural service is obtained, this essay further studies on the aspect of supply and demand, analyzing the problems of its public cultural services and bringing out feasible remedies.Through the researches on Yulong, this paper draws the following conclusions: Yulong County’s public cultural services is restricted by the local administration,natural environment, and economic conditions, therefore it exists the supply and demand imbalance and dislocation. Moreover, the inequality exists between urban and rural areas. Public cultural products as typical public products, which are government-led, are in dire need to be levelled up by all walks of society.Pluralistic suppliers and innovative channels can narrow the supple-demand gap. Through this research, this essay is of reference value to the further development of public cultural services in Yulong and to other grass-root ethnic groups.
