A Report On The E-C Translation Of IP Legislative Texts

The implementation of the Belt and Road Initiative has provided China and the mid-Asian countries with new and broad communication and cooperation platforms. Economic and trade cooperation is of top priority in the strategic cooperation. However, whether such cooperation can be developed smoothly and sustained relies on the firm support from the intellectual property(IP) legal systems. Translation of the intellectual property laws of these countries will facilitate Chinese enterprises in understanding the intellectual property legal systems of such countries and lay a good foundation for the economic and trade cooperation in between. This translation project involves the E-C translation of the Law of Uzbekistan on Inventions, Utility Models and Industrial Design and Law of Uzbekistan on Copyright and Related Rights, which will provide government departments, researchers and enterprises engaged in economy and trade with great convenience.Accuracy, consistency and professionalism are commonly observed translation principles and objectives in legislative translation, and this translation project shows that the obstacles in achieving these objectives lie in the handling of terminologies, long and complex sentences, and discourse incoherence. In order to remove these obstacles, the regulatory and informative functions as well as the lexical, syntactic and discourse features of IP legislative texts should be referred to. Under the guidance of the Skopos theory and its rules, four translation techniques can be found for IP legislative translation, namely:(1) borrowing, adopted when the terminologies of the source text have coordinators in the target language;(2) division, adopted when the sentences of the source text are too long and the information is too intensive;(3) shifting, adopted when direct translation doesn’t comply with the idiomatic usage of the target language; and(4) amplification, adopted when the underlined meaning of the source text needs to be manifested. The above translation techniques can improve the quality and readability of the translated version.
