Administrative Accountability System is a responsibility of the system. The researchon administration accountability system started in2002in China. After the outbreak of SARScrisis, this system carried out in all parts of the country widely. It became a hot topic as thedevelopment of democratic politics and administrative system reform. In fact, the purpose ofconstructed the system is to promote the responsible government in our country. We hope torealize of administrative power supervision and restraint from the point of the responsibility.Further research administration accountability system is of great theoretical and practicalsignificance,on which for implementing the scientific concept of development, theconstruction of socialist harmonious society and rich power supervision and restriction theory.From theoretical study and practice development view of our current accountabilitysystem, there are some problems as follow: At first, the administration accountability cultureis hysteretic. In psychological level, accountability psychological is not mature. In thoughtlevel, there are certain deviation on understanding. In the ideological level, outstandingperformance for responsibility consciousness. The second, the division is not clear for powers,responsibility and interests in the process of operation. There are serious overlappingfunctions phenomenon between party and government functional departments. Administrativeorganization establishment is not rational and lack of scientific. Decision-making andimplementation is not divided, so it difficult to define accountability for the specific scope ofobject. The third, the administration accountability supporting system is not perfected. It isreflected in the government performance evaluation mechanism, the lack of officialaccountability relief system defect, and the lack of public information mechanism of threeaspects.This paper form supervision of administrative power to perspect, in a democratic politicalconditions, considering produce barrier factors, scientific design of the relevant system.
