Policy Study On Promoting Social Participation Of The Disabled

Whether the development of programs for the disabled could arouse wide concern, is thesign of the progress of social civilization. The disabled is an important constituent of thesociety, and they have the same right as normal people to participate in social lives. However,due to many reasons such as physical defects and social environment, the disabled hadencountered significant difficulties in social participation, which made them unable to equallyenjoy the outcome of social development in social lives. If these difficulties couldn’t besolved for a long time, they would do harm to the development of programs for disabled andsocial harmony and stability. Therefore, systematic studies on the living conditions anddifficulties the faced in social participation will greatly promote the development of programsfor disabled, and these studies will have significant theoretical and realistic importance for thedisabled to fully enjoy social lives and the outcome of social material culture.The paper used the concept of the disabled together with social participation of thedisabled as the starting point, and the definition of the meanings of the disabled and socialparticipation of the disabled was elaborated in part one. The rationale of social participation ofthe disabled was introduced in part one as well. The current situation of the group of thedisabled was discussed based on the scale, employment and education etc. of them in ourcountry. The current situation and social support status of social participation of the disabledwere also discussed in this part two. The obstacles of social participation of the disabled werediscussed in part three. They have big difficulty in the realization of their basic right in thesociety, and the guarantee system of the rights of the disabled was not well established. Inaddition, the disabled will encounter the obstacles from the environment and objectiveattitude when they participate in social activities. In the last, the suggestions on policiesregarding the promotion of social participation of the disabled were discussed, starting fromfurther improvement of the guarantee system of the rights of the disabled, the improvement ofthe new view on the disabled, human resource of the disabled and construction of theobstacle-free environment was also discussed, and meanwhile proper advices on socialparticipation of the disabled were given.
