We wonder if it is necessary to develop institutional caring in rural for the aged. How is the development? What problems does it exist? And how does it develop in future? All are the questions that this paper is going to answer. This article adopts the method of literature research and field survey. It first analysis necessity to develop institutional caring for the aged in rural, then discourse the development history, further describe the status and problems and finally come up with the suggestions of promoting institutional caring for the aged in rural.This article's studying structure is listed as below:acceleration of the aging of rural population, obvious problems of self-reliant ability for the elder, weakening of family support for the elder and the old who want to live in elder caring institution has a certain percentage enable the institutional caring for the elder in rural become very important. Our institutional caring for the elder has a long history. After New China has been established, institutional caring in rural for the elder roughly experiences three phases from commune period, the household contract responsibility system period and the reform period of agricultural fees and taxes till today. Through the investigation and analysis of the institutional caring for the elder in rural town of Hunan Province, I found the main carrier for the institutional caring in rural is state-run countryside home for the elder. Most of the elder there is five-guarantee elder and a few are the elder who rely on the society. They live at home for the elder because of the disable body, lack of caring from their children; do not get used to live with them. They have a high satisfaction with their life but the self-reliant ability is not optimistic. By means of self-management, self-service, home for the elder works in order and play a key role in satisfying five-guarantee's needs. However, it exist a lot of questions about institutional caring for the elder in rural. It mainly features as below:lack of capital and government investment, monotony source of capital, low level of professional service, and imbalance development of institution for caring the elder and traditional sense also confines the development of institution caring for the elder. Therefore, the writer has brought up the below suggestions:first, encourage the social strength to manage the institution caring for the elder, and encourage the society to expand the capital for the institution caring for the elder, in the meantime, increase the investment to state-run institution caring for the elder, private-owned institution caring for the elder and more investment for the elders living there. Second, increase the strength of management, training services, foster and bring in more service person, improve the salary of them, setting up more institutions, thus improve the level of professional service for the elder. Third, consider social elder's needs properly, enlarge the scale of home for caring the elder and make the policy of adopting the elder perfect, promote socialization of object of institutional caring for the elder. Fourth, enlarge the coverage rate of the institutional caring for elder and promote its development. Fifth, improve the rural social security system gradually; Six, enlarge the publicity and foster the sense of institutional caring for the elder.
