Research On Governmental Credibility Construction In Harmonious Society

Nowadays, problems like food safety, medication safety are revealed very frequently,forged and fake commodities are everywhere in people’s daily life, and behaviors, such asfake diploma, fake reporting, cheat and plagiarism, pirated product, and contract frauds, arebecoming common occurrence, however, by contrast, social contradiction caused by thedeficiency of governmental credibility will have more negative impact on the society. Sincethe Reform and Open policy, China has been in a transitional phase of social system, thecontradiction between planned economy and market economy, ensuing influence of previouswrong view, hysteresis of personnel system and other factors have led to the unfit betweeneconomic growth and the enhance of governmental credibility, which resulted in the decreaseof public trust of the government. Sanlu tainted milk powder, Shuanghui clenbuterol, TianjinJinhu tyre, Shanghai toxic steamed bun, illegal cooking oil, SARS crisis and otherphenomenon forced people to reconsider the issue of deficiency of governmental credibility.This issue has close connection with how clean the civil servants’ hands are and how effectiveofficial’s executive power is, if the problem cannot be handled properly, it may caused serioussocial problem, even influence social harmony and the overall interest of reform and open.To deal with the problem of the deficiency of government integrity, the paper proposedtwo main ways and countermeasures to improve government integrity: to enhance theconstruction of civil servants, because civil servants are the participants and executors ofgovernment decisions and are the basic elements of government, their behaviors reflect thegovernment’s integrity and directly determine the government’s image in the eyes of themasses, therefore vary the concept of civil service and enhance the integrity education systemfor civil servants are the fundamental way of establishing government integrity ideas; toimprove the operation system of administrative rights, as public rights are given by themasses, the operation condition is closely related to the government’s reputation, and alsothe construction of social credit system.
