The Research On Predicament And Countermeasure Of The Development Of Charitable Organizations In China

Since China’s reform and opening up to outside world, with the development of thereformation in our country’s political and economical system and the establishment andperfection of the market economy, our country is encouraging part of the people to becomerich first through honest labor and lawful operations, which have promoted economic growth,which the implementation process is bound to lose some of the people’s interests，causingpolarization between the rich and the poor. Faced with this reality, the countries haveproposed the principle "Efficiency comes first to balance equity", promoted and developed theculture of charity. To carry out charitable activities, enrich and improve the social system andhelp the poor to solve the most basic living needs. Because the philanthropy and charitableorganizations contains a higher morality and public spirit, an irreplaceable role in the rescueof vulnerable groups, maintaining the social order, to ensure social justice. Charity started latein China, which have achieved some success, but with the deepening of social transformationand reform and opening up, the problem is constantly prominent. The past two years,government’s regulation of charitable organizations in not a timely optimization, thecharitable sector has appeared a Phenomenon of the charity scandal and charity corruption.The development of charitable organizations is not perfect, far from being able to meet theneeds of special groups in society, the low credibility to be an important bottleneck restrictingthe development of charitable organizations.This article through a large body of literature to read and research, proceeding fromreality, introducing the related meaning of philanthropy and charitable organizations, pointingout that the charity is to benefit the public welfare of the human and social，and a necessarycomplement to the social security system, it is benefit to mobilize public participation incharity, to transform the government functions and to ease the gap between rich and poor. Thearticle is to research the status of charitable organizations. It analyzed the plight of the causesand manifestations from the charitable organizations, from the level of the law, government,fund-raising, public and private interests. It conclude the government’s administrative meansto intervene, offside and dislocation of the management functions, weak regulators awareness,the lack of charitable legal system, and a single funding channel and other aspects, which areimportant issues restricting the development of charitable organizations. Therefore, in order to make the charitable organizations better, we need to explore the road for the development ofthe organization.Next, the research perspective of the article turned to the United Kingdom; it introducedthe development of British charity. It has complete charity law, the civil institutions of publicinterest organizations for the registration and management--British Charity Commission, andReasonable and comprehensive monitoring system, which is worth learning and reference.Therefore draw on the basis of the development of the British charity, combined withChina’s actual situation, to improve the status of charitable organizations. First it mustestablish a sound supporting the legal system, improve the system of charity law, the policy ofthe tax cuts for charitable organizations; promote the philanthropic culture, and make thecharity more equality and voluntary. From the government perspective, it should interferewith the operation of the charitable organizations as little as possible, to build the third-partyevaluation system. The different charitable organizations which have specific circumstanceshave different regulation. Charitable organizations to strengthen their own capacity building,improve internal governance and oversight mechanisms. These measures can promote charityorganizations make a specialized, efficient operation, form a number of charity organizationsof high public credibility, which can development continuously, and promote charity flourish.
