Research On Construction Of New-Type Rural Community In Chengwu County Shandong Province

With the proceeding of urbanization,a large rural population is moving to the cities or the townships,causing a gradual decrease of population in the rural areas along with a series of problems like the lack of young workforce,the vacancy in collective economy,the lagging of agriculture and the weakness of the Party’s grassroots branches.Building a new-type rural community will be effective in concentrating resources from both the government and the society,thus it will extend urbanization into the rural areas and fulfill a local urbanization for the farmers.The thesis,with Chengwu county of Heze city,Shandong province as the research object,analyzes its local cases of new-type rural community construction and makes a general conclusion.The first part discusses and compares the concepts of urbanization,community and new-type rural community,based on which the basic meaning and idea of the new-type rural community construction are summarized.The second part analyzes the situations and some urgent problems existing in the organizational leadership,construction mode and construction method involved in the work of Chengwu county respectively from macro and micro perspectives through sorting out the data of 16 new-type rural communities which have been completed or are being constructed in Chengwu county.The third part conducts an in-depth analysis of the problems occurring in the process of new-type rural community construction in Chengwu county.For instance,there is no scientific planning mechanism,investment guaranteeing means are single,community management system lacks smoothness and farmers’ participation degree is relatively low.In the meantime,the reasons causing these problems are analyzed.The fourth part starts from scratch to an overall viewpoint and proposes solutions and suggestions to improve the new-type rural community construction in Chengwu county which are targeted at the problems and reasons analyzed above.This part is the foothold of the thesis.In accordance with the perspective of the thesis,to facilitate theconstruction of new-type rural communities,efforts ought to be made to persevere in“boosting investment guaranteeing,intensifying industry supporting,improving facility building and strengthening management system”.Besides,solutions and suggestions of four aspects are put forward.
