Research On The Policy Of Implementation Issues And The Countermeasures Of Farmers’ Centralization Residence In The New Rural Construction

At present farmers’centralization residence is a policy on trial in some areas in the new rural construction; an effective means of settlement of the basic national conditions which person is so much, the ground is nevertheless little in our country; the inevitable trend of the constant improvement of China’s socialist system; the beneficial attempt which China continued to eliminate two-yuan structure, will achieve urban-rural integration. Since in2006, the connection of addition or subtraction of urban and rural construction land were classified as the first batch of pilot in the five provinces such as Shandong, Tianjin, Jiangsu, Hubei, Sichuan. Farmers’Centralization residence is a hot topic concerned by people. The main research contents of this article is the research on " farmers’centralization residence " as a policy of implementation problems and Countermeasures in new rural construction.In the first part," the related research of farmers’centralization residence " as the basis of this study were introduced, which includes a section of the theoretical basis of farmers’centralization residence, its connotation and relevant policies, as well as its development. In the second part the implementation of achievements and problems of the practice of the policy of farmers’centralization residence are summarized. In the third part the five causes and the problems of the policy implementation of farmers’ centralization residence are analyzed. First, the support strength of finance is insufficient; Second, the system reform of the rural land property rights is not thorough; Third, specific planning lacks scientific nature and feasibility in the implementation; Fourth, the way of the grass-roots government is improper, which understand and carry out policy; Fifth, the farmer for policy is lack of awareness. The fourth part is the focus of this paper, also the difficulty of the paper, Ⅰ, through perfecting laws and regulations, establishing reasonable compensation system; Ⅱ, the change of ruling idea, gradual promoting the farmers’centralization residence;Ⅲ, the related system reform for farmers’centralization residence, escorting;Ⅳ, scientific planning residential plan, raising funds through multiple channels;Ⅴ, strengthening the advocacy of policy of farmers centralization residence, the change of the farmers’idea;Ⅵ, building, improvement of public facilities, optimization of production and living environment,which put forward Countermeasures of issues of the policy, that is farmers’centralization residence. At the end exploring the significance which the concentration residence is for current new rural construction in our country. First, the intensive use of land develops effectively. Second, perfecting rural infrastructure construction, promoting the equalization of public services in rural. Third, optimizing of the town-village distribution, protection of the rural environment, showing the new rural. Fourth, optimizing the rural industry structure, accelerating the rural economics development and speed up the course of urbanization.
