Online deliberative democracy is a broad-based approach to democratic practice based on Internet technology.Based on rationality and logic,citizens in the Internet are intermittently discussing issues on public affairs or issues related to individual rights.During the consultation process,citizens' individual preferences continue to change,and gradually form a consensus,develop pressure on the political decision-making,and finally achieve the impact of public policy objectives.Through sorting out the literature discussing on domestic and international network of democratic topics,and based on the perspective of political theory through the concept of contrast,this paper tries to define the connotation and extension of network negotiation democracy.At the same time,on the account of the practice of China's online democratic negotiations,this paper topics on mainly two categories,namely,public affairs and personal interests appeals.In this paper,the main implementing forms are divided into four categories,respectively open discussion on microblogging and forums,semi-open discussion based on micro-credit,wechat public and webcast platforms,professional discussion on the online communities and Q & A platforms,and topic discussions on public events traditional media posed on the Internet platform.There are several main challenges revealing on the China's online deliberation in the practice of democracy.Firstly,the development of the Internet is out of balance and the representatives of deliberation are not typical enough.Secondly,the implementation of Internet laws and regulations are difficult,and the process of negotiation is in disorder.Third,the lack of institutional assurance leads to low conversion rate of consultation results into policies.Finally,the lack of modern political culture leads to the lack of original impetus for deliberation.In view of the challenges existing in the online deliberation in China,this paper puts forward the following countermeasures and suggestions:(1)Accelerating the popularization of the network and improving the representativeness of the consultants.The national level should vigorously promote the popularization of the Internet,increase the hardware and capital investment to the Internet in less developed areas,and involve more citizens into the Internet practice,while provide the new network users basic consultation ability training,thus effectively enhance the representativeness of democratic participation in the network.(2)Improving the network rule of law,and promoting the ordering of the consultation process.It is suggested to enhance the implementation of Internet-related laws and regulations,strengthen the enforcement of network laws,timely replenish the legal flaw when discovering problems in the practice of deliberative democracy,and integrate degree of network rule of law and consultation of democracy,so as to achieve the ordering of network consultation democracy.(3)Docking consultation system,and transfer the results of consultation into policies.Suggestion goes to involve the network of consultation into the traditional democratic consultation system and ensure the influence of policies on the results of deliberative democracy.(4)Creating an autonomous atmosphere to enhance the rationalization of the discussion process.Adapting to the characteristics of the Internet,intensifying the network community autonomy function,building an atmosphere for free expression,and encouraging users to express freely,will form a favorable culture of network politics and advance the rationalization of consultation.
