The report of Chinese Communist Party’s18th Congress clearly pointed out that,“we should fully and accurately implement the policy of democratic, open,competitive and merit-based,should expand the democracy of cadres,should improvethe quality of democracy,and should perfect the method of competitively selectingcadres”,“perfect the evaluation mechanism of cadres’ assessment and promoteleading cadres to establish a correct view of achievements”。This is a new direction,new requirements and new tasks for the deepening of the reform of the cadre andpersonnel system。As an important part of the reform of the cadre and personnelsystem,the method of competitively selecting cadres better play its history and realityrole。However,there are also a series of problems to be solved,in the central and localexploration and practice。 Therefore, It is an important research task of theorganization departments at all levels that,how to better use the combining various ofthe examination,inspection, assessment and other means to make the method ofcompetitively selecting cadres be standardized and scientific,continue to broaden theperspective and improve the public trust in selecting and employing people.The article on the basis of previous studies,systematically analyzes domestic andinternational the method of competitively selecting cadres Development and Present,through survey research,literature research, experience, data analysis and empiricalresearch method, and systematically expounds the definition of the method ofcompetitively selecting cadres especially the meaning, function, location and contactof examination, inspection and assessment of the method of competitively selectingcadres system。The article focuses on introducing the formed method of competitivelyselecting cadres work practices and experience gained over the years of the HedongDistrict, Tianjin。Then,it in-depth analysises its problems and puts forward somesuggestions in enhancing the relevance authenticity and comprehensiveness of the ex-amination, investigation, assessment, reasonably adjustmenting to the implementationof program of the exam, study, assessment。From this article,you can find not onlycertain theoretical significance in improving the scientific level of the method ofcompetitively selecting cadres of organization departments at all levels,but alsocertain practical value in improving public confidence in selecting and employing people and establishing a high-quality ruling cadre.
