The competitive examination system for cadre selection of party and government at all levels came out as a result of pesonnel system reform in our country. It is a new system arragement which is carried out by party comittees and their personnel departments at all levels according to two requirements that the cardres must possess both competence and merit, especially merit, and also be appointed by the party, based on the principles of democracy, openness, competition, and selection of the excellent ones, with examination as an important competitve way to select cardes of party and government.This article tries to explore the 30-year innovation process of the competitive examination system for cadre selection in our country (chapter2) from the viewpoint of system innovation, with the theories of system innovation(chapterl) and analyze the main characters,struture and system of current system as well as the system defects in terms of qualification, standard, procedure, supervision and evaluation feedback of the examination which had been spotted in the practice of this system. At the same time, it will present out an attribution analysis of this system from three aspects, namely, the design, implementation, and supervision of it.(chapter3). Doubtlessly, if we want to have this competitive examination system for cadre selection innovated, it is a must to borrow experience from both the imperial examination system for talents selection in ancient China and the examination system for selecting high-ranking civil servants abroad. Bisides, it is quite necessary to draw lessons from the examination system for non-minitary officials selection of Republic of China (chapter4). Once we understand the differences between ancient and today as well as home and abroad, we can take advantage of them to help solve current problems. As for the innovation of the competitive examination system for cadre selection nowdays, it entails having a systematic arragement and a steady push by emphasizing the reform of personnel system in a macrol level while studying from the micro level in terms of qualification, standard, procedure, supervision and evaluation feedback of this system. Therefore, this article gives out its suggestions and countermesures for system innovation based on the principles which must be obeyed in the process of each system's design as well as specific and concrete measures for improvement.(chapter5). Apart from what mentioned above, this article also shows us typical examples of innovation in the competitive examination system for cadre selection of party and government at present, which can act as a partial demonstration of the feasibility of the research results regarding system innovation argued in this paper.(chapter6)In a word, the history of human being is simultaneously a history of system innovation, and in 21st century, system innovation would become a worldwide research subject for the development of human society. In order to keep the flexibility and feasibility of the competitive examination system for cadre selection, it is necessary to get the system innovated continually and the system innovation is also an important guarantee to make the competitive examination system more scientific, standard, as well as efficient.
