Transparency Of Public Proposals Of Shanghai CPPCC Members

The Chinese People’s Political Consultative Conference(CPPCC) once performed the functions of the National People’s Congress of China. During the First Plenary Session of CPPCC National Committee, it adopted the resolutions on China’s national flag, national anthem, capital and the type of year numbering. According to the present Constitution of China, it is stipulated that the CPPCC system will exist and develop in the long term. The proposal of CPPCC, as an overall work with distinctive characteristics and profound influence, is an important carrier of performing the functions of political consultation, democratic supervision and participating the handling of political affairs, with the characteristics and advantages of flexibility in methods, rich in contents, standard procedure and notable effects.This paper bases its study on the hypothesis of making the transparency of public proposals of CPPCC as the key, focuses on the social supervision on CPPCC work and the support by CPC institutions and governmental bodies, focuses on the shaping courses of these proposals and the roles they play, focuses on the emphasis attached by the proposal handling institutions and their efforts they make in the course of handling so as to promote CPPCC to perform its functions of “political consultation, democratic supervision and participating in handling political affairs”.By reviewing the related research studies, this paper draws lessons from the theories and viewpoints on deliberative democracy, civil political participation and transparency of governmental information, makes analysis and induction on the content and forms of information transparency of CPPCC proposals in combination with interviews, and summarizes the important content and forms of information transparency of CPPCC proposals, which include 9 aspects, ranging from information on proposers, proposal preparation, proposal content, proposal handling, consultation on proposals, supervision over the proposal handling, feedback on proposals, follow-up to proposals and transformation results of the proposals, and 4 types of transparency media, i.e. internet, paper media, new media and other types of media, etc. The paper also makes special efforts to illustrate the problems to be tackled in the aspect of information transparency, such as the proportion of transparency, ideological understanding, channels of transparency, strength of publicity and institutional construction, etc. This paper has summarized related statistics and interviews with those stakeholders, classified the internal factors and external environment affecting the information transparency of CPPCC proposals and made case study on the 11 th CPPCC Shanghai Committee.Upon study, the paper proposes to strengthen the construction of institutions and informatization and make in-depth pilot practice to comprehensively promote the information transparency of CPPCC proposals. The paper has also made study and outlook on the interaction of the information transparency of CPPCC proposals, according to various economic development levels and public expectation.
