In the era of knowledge economy, human resource is the first element in country,organization and personal development. For the public sectors which take social publicinterest as the goal and manage various social affairs, human resource is the catalyst toeffectively enhance management ability. How to scientifically manage human resource tomaximize the service of sectors for society? It is fairly focused by every public sector. As thefundamental factor to manage human resource, human resource assessment methods of publicsectors are the beginning of effectively starting human resource management in public sectors.There are various methods such as psychological tests, interview assessment, assessmentcenter, performance appraisal, etc. which synthetically evaluate the human resourcecomponents for the person who involved in the assessment. It offers scientific informationalsupport for human resource development and management in the relevant public sectors,greatly improves the effectiveness of public sectors’ human resource decisions. China, whichis deeply affected by the mode of ancient feudal personnel management, is badly in need ofimproving efficiency of administrative management. It is more urgently in need of researchand application of human resource assessment methods in public sectors. Beginning from theconnotation of human resource management, human resource management of public sectorsand its evaluation methods, this paper panoramically shows the development of western andChinese human resource evaluation methods in public sectors. In introducing the developmentof western and Chinese human resource evaluation methods in public sectors, it is expected totease the development vein of Chinese and western human resource evaluation methods inpublic sectors through presenting the different modes of human resource evaluation methodsin public sectors between China and western countries in different times. It also simplyanalyzes and researches the existing problems in the present human resource evaluationmethods of public sectors in our country, and put forwards some personal views to the question of how to promote the development of human resource evaluation methods in ourcountry’s public sectors.
