In recent years, China’s social philanthropy has developed rapidly, especially since theestablishment of China Charity Federation in1994, the number of charity organizations inChina has increased fast, and charity activities penetrate into many aspects of social life,serving as an important force in solving social problems. Our philanthropy has entered a newdevelopment track. Under the context of capitalist economic development, Taiwan started itssocial undertakings early, and was deeply influenced by Japan in its development.Social work in Taiwan started early and developed fast, and has presented its uniquecharacteristics of development. Before the end of World War II, Japan has been occupying andruling Taiwan for a long time until the year1945(Showa Year20). Its social work was alsoconducted under the so-called social and political conditions of colonial domination andPostwar Taiwan received lasting effects from the domination as well. Aiai Institution in Taipeiwas one of those social aid charities which were established at this very stage and stilldevelop very well until now. Particular social and political conditions of the time had animportant impact on Taiwan’s development of social philanthropy. In this paper, Taipei AiaiInstitution is taken as an example for our research on the social work carried out undercolonial rule and inherited after the Second World War. And this research is a good referencefor the development of China’s social work during the transition period.The first part is the introduction, which introduces the research background, significance,current research, research methods and ideas. The second part focuses on the creationbackground and process of Taipei Aiai Institution as well as its founder Shih Chien’s lifeexperience and its business concepts, through which we can provide ideological support forthe business conditions mentioned in the next part. The third part gives a brief description andanalysis about its business conditions. This part first analyses the begging and reliefphenomenon, giving an overview of begging and relief strategies, and then introduces AiaiInstitution’s business condition. Through the introduction of its reason for relief, businesspolicy, business conditions, we can summarize Aiai Institution’s development characteristics during the colonial period. The fourth part of introduces Aiai Institution under theKuomintang regime. Through the introduction of its organizational change, businessconditions and staff education condition, this part summarizes the development andcharacteristics of Aiai Institution in the context of political change. Finally, the conclusion ofthe development process Oi Hospital were reviewed and summarized the hospital as was therepresentative of the House of Love charity, development characteristics in the context of thespecial political and charitable organizations for guidance and development of today’sreference. The last part is the conclusion, which reviews the development process of AiaiInstitution and summarizes its development characteristics as a representative charity undersuch particular political background and therefore serves as guidance for the development oftoday’s charitable organization.
