Since the reform and opening up,the country has been in transition,social ideology,economic and political system and other aspects are changing,the government's political system has been improved.Since the 18 th plenary session of the Party of the third,the government's political system?management concept?organizational structure?administrative functions and methods of working have been effectively changed.These changes meet the needs that the current political,economic and social development.This means that the government's reform has entered into a new level,the new period about transition is coming.In the context of the current government transition,a variety of changes have been brought by transition which improve the update of government departments methods about working ? management models and ideas.Transition promote the civil servants of grassroots continue to adjust their work status,psychological adaptability and the mode of thinking in order to adapt to the impact of the transition period and avoid the emergence of job burnout.The job burnout of grass-roots civil servants will bring about a lot of unfavorable factors,not only their personal development but also the overall administrative efficiency of the government and the establishment of credibility.Therefore,under the background of the government transition,it is important to strengthen the research on the job burnout of grass-roots civil servants.This paper discusses the background of the research on the job burnout of grass-roots civil servants and the research status at home and abroad.In addition to these,it also contains the practical significance and theoretical significance of the content and research.At the same time,the concept of grass-roots civil servants and job burnout were described respectively.The paper used the questionnaire and the measurement tool which is MBI-GS scale to study the phenomenon of job burnout of grass-roots civil servants in Jiangsu Province.The data obtained from the survey were further analyzed.Then the author explored the performance and the various harmful aspects of job burnout of grass-roots.This paper further studied the causes of job burnout of grass-roots civil servants in Jiangsu Province under the background of government transition.The reason of job burnout of grass-roots civil servants were decomposed in detail so that the causes of reasons could be specific and clear.Through the questionnaire,we know that the phenomenon of job burnout of grassroots civil servants in Jiangsu Province is widespread,but not serious.In the emotional exhaustion and alienation sense of burnout in general,but in the sense of self-efficacy burnout performance was obvious.At the same time,the author found that there are three most obvious performance about job burnout among some grassroots civil servants in Jiangsu Province.They are high pressure?enthusiasm diminished of working and not good at their own work.Besides,the paper also found that there are three main reasons that resulted in job burnout according to itself ?society and organization.First,grass-roots civil servants psychological adaptability is not strong.Second,some organizations do not have the appropriate psychological communication ways.Third,the media strengthened the supervision of civil servants.The innovation of this article is that how to prevent their own job burnout according to the burnout of grass-roots civil servants in Jiangsu Province from their own side based on social competence model and conservation of resource theory.By applying these two theories to practice,it further enriches the practical significance of the social competence model and conservation of resource theory.Therefore,the paper looks for reasons from ourselves,society and organization.At the same time,we should put forward the corresponding interventions,especially to improve their own psychological quality to adapt to the large background change from the traditional regulatory government to the service-oriented government.This also changes the grassroots working status,improving their efficiency and ability to maintain the image and credibility of.the local government.
