Study On The Scale And Strategy Optimization Of Equalized Urban-rural Basic Public Service In Chongqing City Of China

This research is carried out under the national overall policy about balancing theurban-rural areas’ development and promoting basic public service between urban andrural areas equalized. Chongqing City is a complicated organism complied withmetropolitan, large rural area, large mountain area and minority areas leading to theobvious dual contradiction structure between urban and rural areas. Besides, Chongqingis "a reform pilot area planning for balancing urban-rural development", so the selectedtopic has certain research value. First of all, this paper collected certain literature andfound that existing related research ideas, research methods and existing problems, anddecided to adopt the method of combining quantitative research and qualitative researchto study the Chongqing urban and rural basic public service equality degree, reason andstrategy optimization, as well as defined the concept of equalized basic public servicebetween urban and rural areas that the governmental departments promote the urbanresidents and rural residents entitled to receive the equal opportunity and result of basicpublic service to solve the problem of unfair basic public service supply between urbanand rural areas; This article highlights the "supply" because this article cuts out theneed consideration of urban residents and the villagers. Furthermore, the paper constructthe evaluation index system for the urban and rural basic public service equal supplycontaining five primary index,25secondary indicators. In order to increase the degreeof the accuracy of calculation in this paper, this paper use entropy variation coefficientmethod and official statistics in Chongqing, Sichuan, Guizhou to measure theChongqing urban and rural basic public services equalization index. It is concluded thatthe urban and rural basic public services equalization degree in Chongqing isinsufficient. Then this paper analyzed the factors of the inequality in Chongqing andcriticized the inequality to the problem in local government responsibility division ofurban and rural basic public service supply, the defficiency of overall management ofChongqing urban and rural basic public service supply, the single way in urban andrural basic public service supply.Last but not least, this paper concluded someoptimization strategies, on the one hand, strengthening urban and rural basic publicservices equalization deployment as a whole, including the municipal government andcounty government together responsible for urban and rural basic public service supply,establishing a unified standard, promoting cooperation between the government and the mass and mutual assistance between the governments at all levels, perfecting themunicipal supporting measures. On the other hand, strengthening the organization andmanagement of urban and rural basic public services equalization, includingestablishing the municipal leading group, taking the equalization task into thegovernment performance evaluation, setting up the mechanism of response.
