Our domestic demand is difficult to drive economic growth has become the consensus,but one important reason is the lack of domestic demand,sluggish consumer demand,which led to China's economic growth model difficult to change.In this context,countries will expand domestic demand as China's urbanization development strategy,its role in promoting consumption has been recognized by the academic community,but with the continuous improvement of the level of urbanization,inadequate consumption of the status quo has not changed.In China's urbanization continues to advance at the same time,rapid urban population growth,promote industrial upgrading and stimulate economic growth,but because of basic public services supply imbalance,leading to urban migrants difficult access to basic education,health and social security and other public services should this consumption is expected to adversely affect the residents.In the case of urbanization and the supply of basic public services do not match,and explore the characteristics of consumer behavior,seek effective path to improve our consumer,for me economic transformation has important practical significance.For the social problems that exist,the paper urbanization,the theory of basic public services,supply and consumption were described and analyzed,followed by a description of our basic public services supply conditions and consumer characteristics of urban and rural residents under urban background,and in this our panel regression model of urban and rural residents' consumption on the basis of Construction.First,the main contents of the new urbanization clear connotation and public services,the supply of public services to the theoretical analysis of consumer influence mechanism,and further elaborated urbanization,contact basic public services supply and consumption between the three.Secondly,the present situation Difference Urbanization government's basic public health services and the supply of urban and rural residents' consumption,and analyzes the existing problems.Finally,in accordance with national conditions and characteristics of consumer behavior of consumption theory models were constructed panel regression model of urban and rural residents consumption,the supply of basic public services from the government size and structure of two levels of analysis of the differences between urban and rural residents' consumption influences.Empirical analysis of this paper the following conclusions: First,from the perspective of the country,the urbanization of urban and rural residents have a positive role in promoting,but for urban and rural residents in the central region and no significant impact.Second,in the country,the government can promote the supply of basic public services in urban and rural residents to some extent,consumer spending,but there is no significant effect of which education spending and social security spending,health care spending is the existence of a positive role in promoting.Third,the eastern part of education spending crowding out expenditure of rural residents,the health branch promoted the consumption expenditure of rural residents.Central health spending to promote urban and rural residents,and the impact of education spending and social security spending for urban and rural residents' consumption was not significant.Government supply of basic public services in the western region no significant impact on the consumption of urban and rural residents.Finally,based on theoretical and empirical results of this paper system,the paper from the implementation of the new urbanization strategy,improve basic public service system and improve the income adjustment mechanism and put forward policy recommendations.
