Research Of Multi Subject Interactive Construction City Ethnic Communities Of Shared Governance Problems

With the development of China’s rapid economic growth and social transformation，city society such as the disintegration of the unit the increase of floating population and aseries of great changes. Facing the new situation，new problem，a basic unit of thecommunity as a city，multi subject interactive governance system change gradually from asingle subject of government power to the governmen，market，society and the broadparticipation of residents．The original management mode of city grass-roots society beganto show defects，especially in the administrative affiliation and power characteristics ofthe＂ Pyramid＂ type structure began to loosen. After the disintegration of theorganizational structure appears a lot of local associate problems，but due to the lack of areasonable mechanism to undertake，which affects the stability and development of the citysociety． Thus， the position and function of community has been upgrading andreconstruction．In this paper，the community governance theory，field theory，pluralist democracytheory as a theoretical tool，devoted to the research of ethnic community multi governancemechanism of interaction of minority city． This paper starts from the introduction ofChina’s community construction and governance of the historical background，the mainbody of community governance of minority nationalities in our country city starts frommonism to pluralism，namely the government behavior of single turn to the governmentbehavior， social management， public participation in combination with autonomousgovernance is analyzed． Research shows that， driven by the relationship of eachparticipation main body by their respective interests，the game between the main body，which also showed a series of problems, such as：Community Governance in the process oftransformation of offside，absence and function of the government is not in place；thecommunity autonomous organization role deviation；medium organizations deficiency；thepredicament and the residents of folk organization participation is weak．Based on thesummary of each subject interactive governance effectiveness，analyses of the inner linkbetween the development of every subject，the real role and function and subjects，analyzesthe problems and causes of each subject interactive process．Finally，discussed the relatedcity ethnic communities adapt to multi subject interactive approach to governance，to explore the establishment of a scientific and reasonable relationship among all the subjects，truly realize the ethnic community mutual governance strategy．...
