With the gradual deepening of reform and opening up, Chinas urban socialstructure and the system has undergone a great change. With administrativesubordination relations as the link of the social grassroots organization structurebecome loose, communities become the core and critical areas of the grass-rootsmanagement of urban society. Community governance is successful or not is not onlyrelated to the stable development of our society, but also affect the rights of citizensand the satisfaction of needs. Therefore, the study of urban communities issignificant.This paper is located on the research of the power interaction mechanism ofurban community multi-governance, good governance is the theoretical basis of thispaper. This paper starts from the introduction of city community governance subjectsystem in our country, carries on the analysis to our country existing city communitymulti-governance body. One hand, this paper would sum up the multi-governancesubjects system of Chinas urban communities. On the other hand, analysis thefunction of the governance subjects. In a typical community of Changchun becomean example, the concrete analysis in the exercise of powers of the interactive modeand behavior logic between the governance bodies, including the effects ofadministrative power of government to the community, the exercise of autonomystatus of social organization, implementation and the citizens themselves. Combinedwith the current situation in practice of the interactive power of the main body ofgovernance, points out that Chinas current city community governance in the mainpower interaction problem. Including: community organization administrationtendency with the administrative power of strong government intervention incommunity governance caused serious, and the governments offside, vacancyproblem; community autonomy group in the dual identity is unable to effectivelyexercise the social autonomy; social organization development is not mature, selfdevelopment and enhance the ability of low; community residents to participate inthe enthusiasm is not high for several. As the same time, three successful foreign community governance model is theexamples of this paper, such as the government leading mode, social autonomymode and mixed mode. Through the analysis the benign interaction in its functionsand powers, and illustrate that governance subject should be how to exercise theirpower, how to form a good interactive power mechanism, and summarizes thesuccessful experience and enlightenment beneficial to construction of interactionmechanism between the authority of multi-governance.This article proposed the improvement and optimization suggestions about thecommunity multi-governance main power interaction mechanism of urbancommunity. Firstly, we should straighten out the power relations and the boundariesof the government and the neighborhood committee, and limit the intervention ofthe government executive power of community governance, and strengthen thegovernments policy support and development guiding role. Secondly, we shouldstrengthen the cultivation of social organizations and citizens, enhance theirenthusiasm, encourage social organizations and citizens to actively participate incommunity construction. Secondly, we must protect the interests of the governancesubjects, and guarantee the governance body to fully exercise their respectivepowers, at the same time to strengthen the supervision of government andcommunity autonomy organizations. Finally, we could build a new power interactiveplatform, and try to innovation.Good development of city community depends on a clear division of labor andthe effective cooperation between the governance subjects. Benign interactiverelationship of urban community subjects is helpful for constraining their power,coordinating the interest relationship between the main body of governance, andIntegration of community resources. It will promote the development of Chinasurban community to a higher level.
