Along with the changes of Chinese society, rural Left-behind children becomes acrucial social issue that relate to the healthy development of personality and county.Bases on the fieldwork and interview, takes sociological and administration conception,the paper researches on the actuality, problems, causes, and strategies of rural left-behindchildren in Gaotai, a agricultural county in west China. It indicates, the level of theirstudy, live, and mentality are close to or slightly under the common children in the county,polarizing of study, singleness of wardship modes, fail in relativity with parents, andnegative factors in personal psychology are the main problems. This can attributions twofactors: on the one hand, as the duality polices exist about economy, education, culturebetween city and town, mass farmers become city workers in the rural economic andsocial changeing, and the construct and relationship changes of family, slackadministration of village, as well as the complexity and permeation of civil environment,are the main causes for appearance both left-behind children and supervise issues. On theother hand, the lack of correspond with government and department in educationadministration, schools in county are busy with the distribution therefore losing ability,and low level of service and function by community, also makes the situation thatadministration policy dropped behind and skipped. Then, from the the serial subjectswhich are related to the supervise, and estimation of their rights and obligations, thepaper puts forward a system, which is striking connected with school education, andtaking on the relationship between family, community, county, and various department,its function would be line-by-line, definitely, motivate, and correspond each other.Further more, the paper briefly analysis the relations between social, economicdevelopment, and the supervise of left-behind children in the county, expects to providesome theory for practice of supervising rural left-behind children, especially for somerural county.
