The Research On The Construction Of Caring Service System For The Rural Left-behind Children In S County

The problem of left-behind children in rural areas has been around since the 1990s.The ultimate cause of this problem is the imbalance between urban and rural development level of the economy.It is also the result that will inevitably appear in the process of economic transformation and development.All kinds of social problems caused by staying behind have brought a lot of harm to the physical and mental growth of the group of Left-behind children,but also hindered the speed of social development to a large extent.In recent years,the development of this problem has attracted more and more attention from all walks of life.The CPC Central Committee has put forward the concept of"care and service system for left-behind children in rural areas" for many years.The construction of care and service system for left-behind children has made outstanding achievements in the process of continuous promotion,greatly reducing the number of left-behind children in rural areas,forming a good care and protection atmosphere for left-behind children,and improving the quality of life of left-behind children in rural areas.But in the development and construction of the system,it is also facing unprecedented severe test.As a populous county in Anhui Province,S County has formed a large group of left-behind children because of the backward development of local economy,resulting in a large number of laborers going out to work.This problem has attracted the attention of relevant departments.S County has been included in the pilot area in the early stage of the construction of the care service system for left-behind children in Anhui Province.Therefore,S County,as one of the model counties with early construction and outstanding achievements in the left-behind children's care service system in Anhui Province,has typical representative.This article is divided into six parts.Taking the construction of the left-behind children's care service system in S County as the research object,through the field research,visiting the masses,and interviewing the case,the basic situation of the left-behind children in the local area was grasped,and the work achievements and shortcomings in the construction of the existing system were analyzed.Its problems are mainly manifested in the lack of institutional guarantee in the system construction,the obvious insufficiency of capital investment,the mere formality of infrastructure construction,the lack of effective communication and cooperation among the responsible subjects,the lack of supervision and guidance in family guardianship,the insufficient participation of social forces,and the imperfect mechanism of relief and compensation.Thorough analysis of current problems,combined with the outstanding experience at home and abroad,the corresponding countermeasures for constructing the nursing service system for left-behind children in S County are put forward.We should actively build a multiple subjects care service system for left-behind children in rural areas,and form a good situation of multiple handedness;clarify the working ideas of government-led,family due diligence and social participation,and find out the starting point to effectively promote the solution of the problem of Left-behind children.
