Study On The Strategies For Gaotai County Communist Youth League To Participate In Rural Left-behind Children Services

At present,Chinese economy is at a high-speed and high-quality development stage.The coexistence of the gradual optimization of the external environment and the gradual emergence of various types of contradictions is a prominent feature in the process of economic development.The problem of left-behind children that accompanies rural labor transfer has gradually become our concern.In recent years,the Communist Youth League has made great efforts to participate in rural left-behind children services.As Chinese Communist Party's assistant and reserve force,it has positive significance in exerting function,enhancing service effectiveness and promoting the solution of left-behind children problems.Starting from the actual work,this paper analyzed the service status and existing problems in Gaotai County Communist Youth League participating in rural left-behind children services and put forward the strategies for Gaotai County Communist Youth League to participate in rural lef-behind children services,thereby providing necessary theoretical support for county level organizations to exerting their functions in caring for left-behind children and provide important guiding significance for Gaotai County Communist Youth League to participate in rural left-behind children services and promote the solution of left-behind children problems.This paper first introduced the basic situation of rural left-behind children in Gaotai County,and identified the role played by Gaotai County Communist Youth League organizations in rural left-behind children services as a complement to government and market failures,the growth escort of left-behind children and the awakening of civic awareness.It is found that its advantages in participation are high organizational flexibility,high resource utilization and abundant service carriers.Secondly,it investigated the effect of the Communist Youth League organizations in Gaotai County on participating in rural left-behind children services and found that the main problems in participating services were low match between service contents and service demands,lack of funds and talents and unsound assessment mechanisms.The cause of the problem was the unclear service function positioning of the Communist Youth League organization in participating in rural left-behind children services,untargeted service contents,single fundraising means,fast talent turnover and poor self-construction capability.Finally,by referring to the experience of the domestic Communist Youth League organizations in organizing and participating in left-behind children services,four strategies were put forward,including defining its own functions,optimizing the development policy environment,improving internal governance mechanisms and guiding multi-subject participation.
