A Study On Social Work's Involvement In The Construction Of Social Governance Community From The Perspective Of Collaborative Governance

With the reforming of the social political system and economic structure,the social mobility has been increasing,and the public affairs of urban residents have changed from relying on the company system to relying on the block system.As the basic unit of social governance,there is the most crucial of the development of community governance.At present,China's community governance is still facing the difficulties of administrative community self-government organizations,multiple community governance subjects involved in governance,such as blocked access,poor information,lack of resources,weak capacity,lack of cooperation and so on.Through Social research methods field observation,interview and case study,this study analyzes the community governance practice and current situation of J community in Y street of Jinniu District,Chengdu,and Z courtyard in J community area,and concludes that the current institutional environment and task environment of Jinniu District are conducive to the generation and development of community governance,but the level of community governance subjects participating in community public affairs is relatively high Shallow,lack of governance awareness,lack of governance capacity,lack of governance organization that can represent multiple subjects,and aging governance structure maintained between subjects.From the perspective of the theory of collaborative governance,we can see that the current practical dilemma of community governance is actually the imbalance of the power structure of community governance,which leads to the long-term weak position of the governance subjects outside the government,and then leads to the "vacuum" of their governance ability and power,unable to form an equal cooperative relationship.Social work practice intervenes in J community governance through the four-level platform of "District Street Community yard".It is found that community governance subjects in J community gradually participate in community public affairs and form cooperative partnership with each other.However,due to the short intervention cycle of social work,the scope and depth of the involvement need to be further improved.Therefore,J community has not yet put the concept and technology of cooperation into practice If technology is integrated into all aspects of community governance,it will not form a closed-loop of community collaborative governance.In the future,it is suggested that social work services should further focus on all aspects of community governance.
