Research On The Problem Of Villager Autonomy Supervision Mechanism In China

Villager autonomy as an important measure of rural grassroots governance in rural areas of our country has been practiced more than 30 years,the concept of democratic election,democratic decision-making,democratic management and democratic supervision has been gradually formed.Democratic supervision is an important and safeguard link of villager autonomy,it not only consolidates the foundation of grassroots democracy building,but also further the rights and interests of villagers and promote the development of new rural construction.Villager autonomy has made certain achievements and changed the appearance of rural backwardness,but there still exist many problems about villager autonomy supervision mechanism because of the influence of various factors.The main problems are including villagers' lack of understanding,neglect of supervision by villagers committees,limited supervision of personnel,lack of role of village representative meetings and village affairs supervisory committees,open disclosure of village affairs and inadequate implementation of the supervision system and many more.This thesis bases on the village S in Fengxian District as an example,makes a deep investigation in the field and uses the interview method to understand the status quo of villager autonomy supervision mechanism in this village.It analyzes the present situation of the democratic supervision from the aspects of ideological understanding,villagers' autonomy supervision of implementation,supervisionsystem aspects.Through case studies,we analyze the causes of the problems of democratic supervision in our country.They are not only related to the supervisor's own weak democratic consciousness and the willingness to supervise,but also related to the supervisee's own consciousness is not high,the lack of effective restriction,and the deficiency in the system of supervision,the form of supervision is a single,difficult to define the effectiveness of supervision and other reasons.Finally,the thesis puts forward the countermeasures to perfect the supervision mechanism of villager autonomy in our country,by raising the awareness of democratic supervision,strengthening the system of supervision and organization,establishing and improving the system of democratic supervision.The important measures about the aspects of ideological understanding are include strengthening education and propaganda to raising villagers 'democratic awareness,broadening democratic channels to ensuring the quality of villagers' participation in supervision,strengthening the selection and education of people to raising the awareness of village cadres.In addition,we should enhance supervision by standardizing the emergence and operation of village affairs supervisory agencies,clarifying the responsibilities of village committees and villagers' representatives and giving play to the supervisory role of higher-level grassroots governments.At the same time,we should refine the supervision system and village affairs,and the forms of innovation supervision so as to provide new ideas for better democratic supervision.
