Civil air defense is an important component of national defense and part of modernurban construction. At the same time, it is an important aspect of economic and socialdevelopment and social welfare services for the people and the country. In modern world itis not peaceful and from our current situation and future long period security environment,our country still faces the threat of modern technology, especially for the high-tech localwar. Hence, civil air defense has a relationship of national security, wars and major issuesof life and property safety. As the executor of civil air defense construction, the state civilservice an important part of civil air defense system. During an increasingly complexdomestic political situation and the rapid modern economy development, it has importantsignificance of strength of civil air defense systems training, efforts to improve the overallquality of the air defense system of the civil service, civil defense department for strategicfunctions fully and effectively saved the country’s economic potential and to protectpeople’s lives and property, promotion of stable and rapid economic and socialdevelopment. How to innovate civil air defense systems training and cultivating ahigh-quality civil air defense, is an important topic that we need to seriously explore.In this thesis, summarizes the research development of civil servants training wassummarized. Base on civil service training concepts and theories, the civil servantstraining system for the civil air defense system in in Jilin Province was investigated.According to the main take literature analysis, research methods survey questionnaires andinterviews, the status of civil servant training in Jilin Province, composition and trainingsystem, the existing problems and the causes of these problems were systematicallyanalyzed. The optimization measures and suggestions of civil servants in Jilin trainingsystem were proposed from the system, resources and operations.The current major problems existing in air defense training system for Jilin provinceare show as below. Training basic work needs to be strengthened. The lack of specifictraining and concepts of education is relatively backward. Forming a single training toolsand training need modify, etc. The optimization of Jilin civil air defense training system includes: Firstly, optimizing the design of the system and improving the construction of thetraining system. Accelerating the revised training system and adhering to innovativetraining system; Secondly, optimizing resource elements and strengthen foundationtraining system, strengthening of part-time faculty teaching system construction traininginstitutions, financing safeguard mechanism. Thirdly, optimizing the process for thetraining system to ensure the realization training objectives, and establishing a reasonablemechanism to enhance the effectiveness of training programs and assess and improvetraining results using incentives.
